Yeah, I don't even keep a green list anymore, just colonize on sight. Killing a newb and saving the green used to be my standard practice, I had over 800 coords on my list (100+ for each sector) before I started this account, but cleared them all out. Like GR said, with 10 months before it turns into a 20x planet, what are the chances of warp not running into it before then, and if I find a 20x green in warp I know someone presumably knows about it since I didn't kill the newb, so it isn't real safe. Think safest way to go is to pick up a 10x non-newb planet, warp disruptor, and then hang on to it. Slow going, but that is how it used to be.

I'm saying it isn't working (1833 planets currently, have oblitted 6 greens, no planet captures), not sure if some issue similar to when it was turned on last time. And a drop of a bunch of planets would be nice too so there is something to do.

Some people don't like a bunch of SPs around, but I was thinking about it this morning and as a typical NPC I'd liken them to your basic goblin type weak creature that you wander around killing for a couple gold pieces and some experience so you can level up in order to fight the larger enemies, rinse and repeat. Not to mention with regular drops it provides an opportunity to find someone's planet off nearby if they are not regularly playing and clearing new nearbys. So hopefully see some more SPs, cause it is pretty boring without them.
