Seems you want to make the game competely unfriendly to noobs...

1. 8-10mln defence planet is way too big target for noobs and if we have many such defence planets they will have huge problems as many nearbys will be such defence. Until we have such strong shields 8-10mln defence planets are not attractive even for vets, as to taking 10mln def planet will cost you 50mln of your own defence.

2. I have 10 planets above 60mln defence at the moment and less than 10mln of non defensive res, so I'll just put less than 1 mln to each of good defended HW and will earn 2% for all my millions of non def res.

Conclusions:
Having current shield strenghth such formula completely destroy activity of the game - I'll just distribute all my T and E to all of my planets and have 50 high defence planets earning 1mln E and 1mln per day plus resources from buildings plus interest for non def res. I can loose 10-15 planets of 10mln defence per month and still have the same income as the one can get using 50 gatheirng planets.
It's not interest anymore for any res above 1mln on the planet you can get 20k of that res per day, so it is just bonus for keeping res on planets and this bonus is bigger than max gathering, so instead of normal gahtering planets, you just use 10mln def planets which are much safer and brings you more res than gathering planets.

So the idea is very bad, but...

...if you change 2% in formula into 1%, it can become reasonable as max income of def res from one planet will be 10k T and 10k E which is similar to what you get from 14-15x gathering planet - in this case I'll think twice if it is worth to have 50 small HWs or have several big ones and many ordinary gathering planets

Interesting proposal. I am considering it, but will first move to this formula, and if we have too little change in attack behavior from this modification, will decrease formula further to 1% max.

Since I have been criticised for changing too much too fast, want to be careful and move gradually in this direction. The decrease from 1% to .5% last round had little effect, and this change to less than 0.2% interest for a maximum defense HW might also have too little effect.

Another change that will be considered for June round is possibility of lowering shields effect or increasing maximum exp to increase relative strength of attacking on HW defense.

However, these additional changes will be voted on and will take place, if at all, in June.

your formula is not decrease to less than 0,2% but increase to 2% - if we'll have 2% interest for small HWs, I'll make all my 50 planets to be HWs and will just be destroying every noob which I'll find nearby - noobs won't have any chance to capture my planets first as to have enough troops to capture my smallest 10mln Hw they will need at least 1 month gathering.
So the main part of this modification is not changing in attack behaviour, but global change in game making a lot of planets capturable only for established players (and still very expensive even for them) such way making the game more noob unfriendly than it was even in old times...

As for voting:

DON'T EVER MAKE VOTINGS AT ALL.

There are players (such as Filas) who take place in discusions, who care the SL future, who give you their position, worries, arguments, vison and etc. Who spend time to consider the consiquences. Listen to these players and make your own decition. We already have examples when the results were ignored and they are often worth to be ignored.

Surveys are wrong, because many players can't evaluate the situation well when the issue is given in a form of many separated questions. Or the questions are put so that players can't express their global vision voting for separated questions.

LOL. This game is hilarious. Filas is always right why cant people understand that. Instead of taking equal votes from noobs who dont know what the hell they want and whats good for them listen ot people who are trying to make the game more fair, this is not like the real world where taking votes from everyone is the best possible option, this is a simulation game and fact of the matterr is noobs dont know jack squat about how the game works and what will benefit game. noobs go to the survey see 2% and say ooooh yerah that will help me much more than .1% thinking that 2% on thire 100k T is a lot. 2% on 100mil T is a lot more than 2% on 100k T. Also its not like you can explain that in the survey because you will have a 2 hourr survey that some people will say is biased





So all in all if you dont want to read my post I agree with Rukna and Filas.
