The pedulm is swinging very wide.
We went from a 1.5 mil cap on the planets to 15 mil cap.
So what was a HW, became a dinky wanta be.
Not to long ago probes were concidered too cheap. Those that had the means stocked up on a bunch to use. Those reserves are gone.
Between the increase in probe cost, max planet resourse changes SL has been in a state of flux and has not stableized.
Fewer HW's are be found, and budget players are trying to build. This has resulted in fewer planet attacks.
Before the conclusion is reached that major changes are needed, I would suggest that more things be concidered.
Inorder to attack a HW, it has to be found. How many HW were found will be a facter in how many are attacked.
I ramble.
I enjoy the game as is, I wish the rules and game would stop changing so fast that nobody knows how to manage what is going on.
Maybe some of those old planets need cleared out. Set a max level for a planet, and when it exceeds that value it will self obliterate as a super nova takes out the system.
That way player with a 30x (or more) planet would have to relocate.

A reset would make this game more dynamic.
The more changes and specifications in rules just lead to a complicated oversized rule-montrum.
That is what happens with every game.
You start playing and have fun.
Someone finds a point that is not fair enough or something like that....
Rules are added for this situation
Rules are added for that situation.....
After a while a once nice game has become rules for rules.
Just keep it simple!
Reset the game.
