let's try to see how interest will work...

small example:

one player has 50mln T and 50mln E. He can put them on 5 20x planets and have 5 planets 80mln defence each. 1% per day rate will give him income of 15mln T and 15mln E per month with doing absolutely nothing - it is more than player can gather from 50 planets and risk is very low. Even if one of these 5 planets would be captured (to capture such planet attacker would need near 100mln T), the player still have 5mln T and 5mln E income at the end of the month (to be precise income would be 2-5mln depending on time when that planet would be captured). Means the one who attack planet make damage only for himself loosing his 100mln T and almost no damage for the enemy. This is even worse than uncapturable HWs...

Very few players have 50M T and 50M E.

Very few players have 5 x20 HWs.

This is a huge investment that would take many rounds to build up. I think I have enough to qualify under your criteria, but I believe I am the only one who has close to that amount of defense on planets right now. And, I do lose at least one HW in five on average per round, so this is probably about right as compensation for risk of loss over time versus storage on ships or on the market (which most people are doing now).

I do not agree that maintaining parity for investing in HWs is worse than having unconquerable HWs which can only increase in strength and can never be taken. There is a large difference.

Is the interest too high? Probably. But, in the short term, it will strongly encourage players to invest in rebuilding HWs, which have been lost from the game for the vast majority of active players. We can easily adjust this interest rate over time, but for the next three months, there will be strong incentives to invest in rebuilding HWs in the game.

you'll remeber my words after some time but it will be too late - such big interest for resources in combination with strong shields can do long term damage which you can feel even after couple of years (unless you'll make reset)

really, how many HWs you lost this round?

so then no one will be able to take even single HW next round, means risk to loose Hw will be very low.

You may be right. I do not think so, but I will admit that you may be right. Of course, the change in unassigning of ships to planets had impacts that also had long term effects. In the meatime, I will take the risk of serious damages. There was talk of serious damages before when other changes were made. The cost of taking out a HW in June was viewed as being so high that no one would attack anymore. That did not last. People attacked, and attacked with strength to take out larger and larger HWs over time.

I have agreed not to make changes for three months at the request of several players who feel that we need stability to be able to plan and develop strategies. I agree and acccept this criticism as valid. But, I also feel strongly that we need to bring back HWs, and the incentives to build HWs are far less than the incentives to destroy HWs today in the game. Change is needed to restore balance, and if there are players who take advantage of this situation to build up fortified positions over the next three months, then that is fine. They should benefit from optimization of strategy, and will have long term strong positions as a result of their investments in building up strong HWs in the game.

As for reset, no, I have no plans for a reset. However, if I have totally messed up the game in a way that appears to be unrecoverable as a result of these changes, I would consider a reset in that case. I do not believe that is the case here, but you may be right.

How many have I lost this round? Well, I lost three a few days ago with modest defenses. About 10M defense total. I lost two the last round, one that was full defense, and one that was about 10M defense total. I lost three the round before that, but only one was large. I lost five the round before that, but three were only 6M defense each, and one about 10M defense, and one was large. So, I lose some defended planets, including some large ones, almost every round.

so really you haven't lost any real HW this round (as three planets with 10mln defence total is really hard to call Hw and surely no possibility to evectively defend with turrets).
and I asked only about this round, as shield and turrets changes were introduced form this round only.
