Yes, it would change attacking quite a bit. The no page movement is to promote clan attacks, otherwise it functions just like normally. Currently you spend little enough per trained assault to make it worth crashing each one on HW attacks - the proposal makes it so that you can just use one or a smaller number on an attack. In more detail, my thoughts were that (huh, don't even have to use comet for the attack idea, so maybe possible) - you attack w/assault, it lands, disgorges troops, troops fight while assault comes back up to space. If insufficient troops to protect assault (likely as a percentage of the assault's max capacity, due to it also increasing the assault's size as a target), assault takes some damage (can have HP). If out of HP, dies, and of course fighting troops do also. Each round, a certain number/percentage of troops are wiped out by opp. forces, but you can gradually establish a planetary presence - I'd have to work something out for allied troops in a latter version for an overwhelming assault. Assault lands with whatever it's been loaded with, disgorges again, etc. Yes, during this time a fighter could easily kill an assault - unlike trannys, no counter-attack.
To make HW assaults more interesting, could have also trannys which counter-attack when pirated (maybe with an opposed xp check to notice the piracy, though you'd think piracy would be noticable ). That way, transports take a more defensive role when shuttling in troops (apparently mercenaries, since they don't seem to mind which side they're fighting on ). This way, pirates take a more active role. (It also means training transports is easier, incidentally, though I may have to rule that like planets, you can't pirate/attack your own ships either though).
These would obviously shift the balance of attacking to favor the aggressor, which would require both some formula tweaking, as well as defensive bonuses, depending. Just an idea, but it does seem quite possible.
