Maybe is possible to allow obliterate planet if it has nearby, if hasn't don't allow.
Nearby could be the same player planet, other player or Spc.

I just want to be able to rid of a few of my planets so I can check for nearby planets and somewhat clean up my chain ends.
Without entering the real arena, before I have enough defense.
