If it were that simple... ;P. There are exactly 24 bits to store information about each resource. Since compression and lossy storage is unacceptable, each bit pattern needs to encode a discrete interger number. Since resources don't go negative, we can use the entire range for positive (unsigned) integers. As there are 2^24 (16777216) unique bit patterns, 16777216 numbers can be represented, ranging from 0 to 16,777,215. As a result, no more than 16,777,215 units of any one resource can be stored on a planet, without increasing the number of bits used to store the number (which for various reasons would have to be increased by a byte, bringing it to 4,294,967,296 possible numbers stored.)

4,294,967,295, you're forgetting the 0 ;P. Also, the soft limit would be strengthened to prevent interest from going too high (prolly... ;P). And it would be a pain to do, and would make a big mess of current gameplay ;P.
