For 36 planets total, the cost of the new system and the old system of upgrading planets is the same. For less than 36 planets, the cost of the new system is lower than the old one. For more than 36 planets, the cost of the new system is higher.

This approach makes it much easier and cheaper to do modest levels of planet upgrades.

Upgrading to 36 planets costs 550 credits under either the old or the new upgrade costs.

Upgrading to more than 36 planets means you are probably a VERY good player, and that you probably can afford the cost. It also makes the decision to upgrade and how far to upgrade more of a serious strategic choice. Thus, strategy matters more.
