Trust. Being a mod is a position of responsibility, so some degree of trust must exist between the modder and the moddee. The mod is trusted to use their powers to support the community, instead of for personal gain or convenience. As a result, generally players that have been around longer are more likely to become mods, as they have more to lose, and are therefore easier to trust.
