Its very good. Old player must thing not only about capturing but and about defence this own planet. It means that he can't spend too much clones on capturing enemy planets.

Old players will be safe, just some inactive players with defence under 13mln can be destroyed now

well still.... 3 attacks you're gone.... this will make the game a LOT more lively with the older and stronger players homeworlds being capturable (for once) and also it will make things harder for the newer players.... however keep in mind... 2000 experience means 2x the amount of troops it took to train it to 1000 experience.... but it will be a welcome twist to the game and people will probably make themselves stronger out of fear of defeat, which means more points... which can open many other oppurtunities....
