A level four building is a pretty high level of building and it should take a long time. It has a high payoff over a long time. Well, at least, for most players it will. Not so sure in the case of Mage, since that planet is awfully close to my pretty new HWs in the same system.

well it used to be that u could build one building per planet at the same time. i did not see any change being made to that.

no, it is much better when you can build only one building at the same time as else buildings would play too big role in production (even now they are very important)
