it is possible that some players, who do not upgrade planets now, would prefer to have strong players like SmartFox not have more planets producing troops to use for assaults at lower cost.

i would vote option 2 but because it would give new players the ability to expand quicker maybe urging them to stay in the game longer

well, I would like 2. I think being active I would be able to have around 65 planets - going above this number risk not to get back credits spent for upgrades would too big for me.
