Yes we have 3 concurrent game problems

1: Market store resources outside of the game

2: Floating HW's

3: unattackable players

all of these have come about because there is no way to defend your planets. There are always turtles in any game. but with the way it is you can not do anything but attack. No planet is defendable, there are no reasons to defend a planet.

Well, I defend because I want to defend. But, it is using up energy resources to do so.

My actions are not sustainable, and I am losing stored energy reserves every round now.

The fundamental problems Bert raised are all related to the issue Iiridayn pointed out, which is that resources can be stored with no risk at low cost without using a HW. We had the same problem with undefeatable HWs, which were storage facilities in the old game with no risk and low cost once you had over 30M defense on a HW.

You can address this problem by increasing risk (ship probes, or giving ship locations if planet is taken) or increasing cost (1% resource loss) or by increasing rewards for alternative choices (points and/or interest for resources on planets). I am okay with either increase risk or increased cost or increased rewards for alternative actions, or a combination of all three. I prefer using economic models and incentives, rather than risk, but that might be a result of my training in economics and business, so I might have a bias towards economic rather than risk based incentives.

Your proposed solution is a variation on an economic one, but I can see ways to defeat it (one possible way Iriidayn has already suggested, but there are others as well) and believe that it will be less effective than alternative solutions which have been proposed. We all are seeking to address the fundamental problem here, but I believe that the solution you proposed is not the best one.
