the next round starts on the 1st of dec. at 12:00 am. the new round starts at the begining of every month.

Or if you want to be really picky in Britain it is 22:00, Germany 23:00 and in Lithuania it is 00:00. Seeing as it is a war game I believe military time sets are appropriate:)
