It was first implemented during world war 2 to conserve power and resources for the war effort, after the war it was not officialy continued by the federal government, but many companies and states used, the resulting confusion about who was using it when was finally resolved in 60's? when feds officially implemented it on a permanent basis and set the dates which it began and ended.
