If someone is known to be using scripts why aren't they kicked out of the games?

I am new to the game but the User Terms clearly state you are not allowed to use scripting programs.

zyx isn't using scripts, the anti-scripting check puts paid to them.

However as we all know he is well know for his last minute suicide runs, crashing assault ships. I still think LT will be top at the end of the round.

I don't even understand this "training". I had tried to build some probes (for target practice) and transfer them to SP Confederation but the program would not allow that. How does this training work?
